Stargate Project Breaks Ground: The $500 Billion Bet to Build America's AI Infrastructure

The joint venture between OpenAI, SoftBank, and Oracle has begun construction on its first mega-data center in Abilene, Texas, marking the tangible beginning of the most ambitious AI infrastructure project in history.

From White House Announcement to Texas Dirt

When President Trump stood alongside OpenAI CEO Sam Altman and SoftBank founder Masayoshi Son in the White House Roosevelt Room on January 21 to announce the Stargate Project, skeptics questioned whether the $500 billion figure was more aspiration than commitment. Six months later, the project has moved from PowerPoint to poured concrete. The first phase of construction on a 1,200-acre site near Abilene, Texas, is visibly underway, with earth-moving equipment grading the foundation for what will eventually be a 2-million-square-foot data center complex housing an estimated 200,000 NVIDIA GPUs.

The $100 billion first phase is being funded through a combination of equity contributions from the three founding partners and a $40 billion credit facility arranged by Goldman Sachs and JPMorgan Chase. SoftBank has committed $30 billion in equity, Oracle has contributed $15 billion in cash and $10 billion in server infrastructure, and OpenAI has committed $5 billion in equity plus a long-term compute purchase agreement that serves as the project's anchor revenue stream.

"We are building the nervous system of the next economy," said Masayoshi Son, who serves as Stargate's chairman, during a June 15 press conference at the Abilene site. "Just as the interstate highway system enabled American commerce in the 20th century, the AI infrastructure we are building here will enable American intelligence in the 21st century. This is not speculation. The steel is in the ground."

The Power Problem That Could Make or Break Stargate

The single greatest challenge facing the Stargate Project is not money or technology but electricity. A facility housing 200,000 NVIDIA H200 GPUs running at full capacity would consume approximately 1.2 gigawatts of power, roughly the output of a nuclear reactor. The Abilene site alone will eventually require up to 5 gigawatts as the project scales to its full $500 billion scope, making it one of the largest electricity consumers in the state of Texas.

To address this challenge, Stargate has signed a memorandum of understanding with Vistra Corp, Texas's largest power generator, to build a dedicated 2.4-gigawatt natural gas power plant adjacent to the data center campus. The plant, which is expected to cost $4.5 billion and enter commercial operation in 2028, will use advanced combined-cycle turbine technology designed to capture 65 percent of the energy in natural gas, significantly above the industry average of 45 percent.

The project has also partnered with the US Department of Energy's Grid Deployment Office to explore the feasibility of co-locating small modular reactors at future Stargate sites. On June 10, 24 technology companies, including Microsoft, Google, Amazon, Meta, and IBM, signed a separate MOU with the Energy Department to accelerate the development of nuclear-powered data centers, a sign that the power demands of AI are driving a broader industry consensus around nuclear energy.

OpenAI's Strategic Calculus

For OpenAI, Stargate represents a fundamental shift in its relationship with Microsoft, its primary cloud computing partner since 2019. Under the existing arrangement, OpenAI relies on Microsoft Azure for the vast majority of its computing needs, and Microsoft holds an exclusive cloud partnership that gives it first rights to commercialize OpenAI's technology. Stargate gives OpenAI an independent source of computing capacity that reduces its dependence on any single cloud provider.

The move comes as OpenAI and Microsoft are reportedly renegotiating the terms of their multi-billion-dollar partnership, with OpenAI seeking greater autonomy over its computing infrastructure and a larger share of the revenue generated by its AI models. Sources familiar with the negotiations say OpenAI's long-term goal is to build a hybrid model in which it uses Stargate for training its largest models while continuing to use Azure for inference and serving customer workloads.

"Stargate is about strategic independence," said a person close to OpenAI's leadership who spoke on condition of anonymity. "OpenAI does not want to be in a position where a single cloud provider can dictate its research agenda or its commercial strategy. Owning your own compute is the most important strategic asset an AI company can have."

Economic Ripple Effects Across Texas and Beyond

The economic impact of the Stargate Project extends far beyond the walls of its data centers. The Abilene site alone is expected to create 3,500 construction jobs over the next three years and 1,200 permanent positions once the facility is operational. Local officials estimate that the project will generate $1.8 billion in tax revenue for Taylor County over the next decade and spur the development of a regional ecosystem of AI-focused startups and service providers.

Texas Governor Greg Abbott has championed the project as evidence that the state's combination of low energy costs, business-friendly regulation, and available land makes it the natural home for America's AI infrastructure buildout. Since the Stargate announcement, at least a dozen other data center projects have been proposed in Texas, collectively representing an additional $35 billion in investment and 8 gigawatts of new power demand.

What Stargate Means for the AI Race

The Stargate Project is best understood as the physical manifestation of a geopolitical competition. The United States and China are locked in a race to build the computing infrastructure that will determine who leads in artificial intelligence for the next decade. China has committed approximately $150 billion to AI infrastructure through its "East Data, West Computing" initiative, building massive data centers in the western provinces of Guizhou and Sichuan where cheap hydropower is abundant.

Stargate's $500 billion commitment dwarfs the Chinese effort in absolute terms, but the comparison is imperfect. Chinese data centers benefit from lower construction costs, government-subsidized electricity, and a regulatory environment that allows for faster permitting. The US advantage lies in access to the most advanced AI chips, which Chinese companies cannot purchase due to export controls, and in the depth of its AI talent pool.

"Stargate is not just a business investment, it is a national security imperative," said Chris Miller, author of "Chip War" and a professor at Tufts University. "The country that builds the most AI computing capacity will have an enormous advantage in intelligence analysis, autonomous weapons systems, economic forecasting, and scientific discovery. This is the infrastructure race of the 21st century, and Stargate is America's entry."
