The Numbers Are Brutal
The White House budget document, running 1,847 pages and titled "A Budget for American Renewal," allocates $25 billion to the National Institutes of Health, down from $47.4 billion in 2025. The National Science Foundation would see its budget slashed from $9.1 billion to $4 billion, a reduction of 56%. The Environmental Protection Agency's science programs face a 67% cut, while the Department of Energy's Office of Science would lose 42% of its funding.
NASA has been hit hardest of all. The agency's total budget remains nominally stable at $25.4 billion, but the science mission directorate, which funds planetary exploration, astrophysics, and Earth observation, has been cut by 52%. The budget explicitly cancels "all major new science missions not yet in construction," including the Europa Clipper follow-on mission, the next-generation space telescope after Webb, and the Mars sample return program that has been the centerpiece of NASA's planetary science strategy for a decade.
"This is not trimming fat. This is amputation," said Dr. Maria Zuber, a planetary geophysicist at MIT and former chair of the National Science Board. "You don't cut 56% of an agency's budget and expect it to function. You expect it to die."
NASA's Science Dreams Go Dark
The cancellation of the Mars sample return program has been particularly devastating for the planetary science community. The mission, which would have brought Martian rock samples collected by the Perseverance rover back to Earth for analysis, represented a $7 billion investment over 15 years and was considered the highest priority of the decadal survey that guides NASA's science priorities. "It's like building a cathedral for two decades and then dynamiting the foundation before the spire goes up," said Dr. Thomas Zurbuchen, former associate administrator for NASA's Science Mission Directorate.
The budget also terminates two operational Earth-observing satellites, the Orbiting Carbon Observatory-2 and the Gravity Recovery and Climate Experiment Follow-On, which provide critical data on climate change and water resources. The move aligns with the administration's broader dismissal of climate science, but researchers warn that the loss of continuous data records will set back environmental monitoring by a generation.
"These satellites don't just measure carbon. They measure the breath of the planet," said Dr. Kate Marvel, a climate scientist at the NASA Goddard Institute for Space Studies. "Turning them off is like unplugging a patient's heart monitor because you don't like what the numbers say."
NIH: A Generation of Research Lost
The proposed 40% cut to the National Institutes of Health would reduce the agency's grant funding to levels not seen since 2003, effectively shrinking the number of funded research projects by more than half. The impact would be felt across every field of biomedical research, from cancer immunotherapy to Alzheimer's disease to infectious disease preparedness.
Dr. Francis Collins, who served as NIH director under three presidents, called the proposal "catastrophic for American health." The NIH funds approximately 60,000 researchers at 2,500 institutions across all 50 states. A 40% budget reduction would force the cancellation of an estimated 18,000 active research grants, throwing laboratories into chaos and sending thousands of postdoctoral researchers and graduate students into an already tight academic job market.
"A postdoc who loses their funding in year two of a three-year fellowship doesn't just lose a job. You don't recover from that. You leave science."
The Brain Drain Begins
Even before Congress acts on the proposal, the uncertainty has triggered what researchers fear is the beginning of a mass exodus of scientific talent. European and Asian universities have reported a threefold increase in inquiries from American scientists since the budget was released on June 12. The Swiss Federal Institute of Technology in Zurich has established a fast-track recruitment program specifically targeting NIH-funded researchers facing grant cancellations.
"America built its scientific dominance over seventy years by attracting the best minds from around the world," said Dr. Marcia McNutt, president of the National Academy of Sciences. "You can destroy that advantage in two years. You cannot rebuild it in twenty."
China is watching closely. The Chinese Academy of Sciences has announced a $2 billion fund specifically to recruit displaced American researchers, with a focus on fields where the United States currently leads, including quantum computing, synthetic biology, and advanced materials. "The Americans are cutting their own throats," said a senior official at the Chinese Ministry of Science and Technology, speaking on condition of anonymity. "We will be there to catch the blood."
Congressional Pushback and an Uncertain Future
The budget proposal faces an uphill battle in Congress, where even Republican lawmakers have expressed reservations about cuts of this magnitude. Senator Susan Collins (R-ME), who chairs the Appropriations Subcommittee on Labor, Health and Human Services, called the NIH reduction "draconian and counterproductive." Representative Frank Lucas (R-OK), a longtime supporter of NASA, said he would "fight like hell" to restore the Mars sample return funding.
But the White House has signaled it will not compromise. Office of Management and Budget Director Russell Vought defended the proposal in congressional testimony on June 15, arguing that "the American taxpayer should not be subsidizing academic research that produces no measurable benefit to the nation." When pressed by Senator Patty Murray (D-WA) to name a specific NIH-funded study he considered wasteful, Vought cited a $3.2 million grant on the "social determinants of health in transgender populations," a response that drew sharp criticism from medical professionals.
The battle over science funding has become a proxy for a larger cultural war, with the administration framing university research as elitist and disconnected from everyday concerns. Scientists counter that the mRNA technology behind COVID-19 vaccines, the GPS in every smartphone, and the cancer therapies saving hundreds of thousands of lives annually all trace back to federally funded basic research.
"The return on investment for federal research funding is estimated at 20 to 1," said Dr. Zuber. "For every dollar we spend, the economy grows by twenty. This budget doesn't save money. It burns it." Whether Congress will agree remains the question that will determine the future of American science for a generation.
